Multiplier for adding a margin when converting value of a maxspeechtimeout to a Recognition-Timeout header.

When VBS converts a maxspeechtimeout value to a Recognition-Timeout header, it multiplies the value by 1000 to get milliseconds, and then multiplies it by this parameter to get the final value used in the Recognition-Timeout header. The default is 1.25.
