The value is read during initialization and cannot be changed at runtime.
This parameter specifies a threshold: when the number of claimed licenses exceeds the threshold, an “overdraft” warning is written to the diagnostic log. Additionally, the license counting tools differentiate between Recognizers created in excess of the overdraft threshold and those that are below the threshold.
Typically, the value used here is also used for swiep_license_ports_overdraft_thresh.
